Like many public sector employers, the City of London maintains
lists of approved contractors and consultants so as to minimise
administration costs when inviting contractors and consultants to
tender. Companies included on these lists have been vetted to give
greater assurance that they are both financially stable and
technically competent to undertake such works.
The City Surveyor, in consultation with the Chamberlain and the
Town Clerk and Chief Executive, is responsible for managing the
approved list of contractors and consultants in the following work
categories
|
Asbestos, electrical, general building,
heating & ventilation, lifts, painting and
decorating. |
Architects, building surveying, building
services engineers, civil engineers, clerks of works, quantity
surveyors, planning supervisors and structural
engineers. |
Demolition and highway
construction. |
However, from time to time the City of London
uses contractors / consultants who are not on the approved
list due for example, to the specialist nature, geographic location
of the work or for projects that are subject to EU regulations.
The City of London has introduced the
Alito Procurement System (APS). It is a comprehensive e-procurement
solution used to manage contractors/consultants, tenders and
contracts. APS is an integrated software package that consists of
the following three modules.
Supplier Database - provides
the City with a central contractor / consultant registration
system.
Tender Management Module -
supports administration of the tendering process.
Contract Management -
integrates with the Supplier Database and Tender Management Module
to capture and report on the performance of
contractors/consultants.
